If robots were made that have paper structure, then they could make more paper robots, and those robots could make more robots, and so on. So all you need is the processor and the actuators and you can make self-perpetuating robots. The only problem is paper might not be the best choice because it could get soggy or burn.
I love the story of Roger Billings and his perseverance despite the doubt of his peers.
